T20 Policy Brief: Towards Inclusive Climate Multilateralism: An Opportunity for the G20

Published by the Think20 engagement group of G20 India Presidency as a Policy Brief for the Task Force 7 – Towards Reformed Multilateralism: Transforming Global Institutions and Frameworks. 

The G20 is confronted to respond to the challenge of climate change, which is linked with a multitude of other issues, including trade, global economy, and security. Accounting for around two-thirds of the world’s population and contributing around 85% of global GDP, the G20 cannot overlook the severity of the climate crisis and its impact on the world economy. Therefore, climate action must be done swiftly and efficiently in all areas of policy. The multilateral responses to these issues require embracing varied perspectives: the differential impacts of climate change amongst and within nations, felt disproportionately by women and other marginalised groups, and the need for a transformative climate policy that is inclusive. 

Our policy brief demonstrates why India must champion an inclusive approach to climate multilateralism within the G20. We examine the history of climate engagement within the G20 to assess the group’s capacity to advance climate cooperation. We highlight existing obstacles to climate multilateralism and institutions, as well as viable G20 pathways by India and beyond. In a world where mistrust of global multilateral systems is growing, this policy brief aims to comprehend the vital role the G20 can play in furthering effective climate collaboration. 

By prioritising equitable climate action, which includes strengthening grant-based climate finance to promote the transition to renewable energy, and gender inclusive disaster resilience, India can play a key leadership role in addressing the climate crisis in a way that is relevant to the developing world, and in promoting a sustainable future for all.
